Overclocking temps are way to high

I decided to overclock my r9 290 and would usually get 70c max on games. I installed a aftermarket fan which helps keep it cool(http://www.amazon.com/ARCTIC-Accelero-Xtreme-III-CrossFire/dp/B007YLUCKQ) but after overclocking I reached up to 90c. Is this normal? Also I reseted my gpu settings and it still runs up to 90c did I damage my gpu?

The most probably scenario is the installation of the new cooler. I would take it off and clean up all the old thermal paste thoroughly, then put fresh thermal paste on (make sure there is enough, doesn't matter if you overflow the chip a little as long as you have non-conductive paste) and try the cooler again. If the temperatures are still high put the stock cooler back on and see if that helps. If you'd damaged the card it would probably just straight up not work instead of getting too hot, so try the coolers first.

The new cooler actually improved temps from the stock so i'm sure I installed it correctly. I would get max 65c-70c but after overclocking it would easily jump up to 85c-95c. I didn't like how hot it was getting so I reseted the settings on my gpu but it still keeps getting up to 90c.

So those temps are still in the operating range quoted by AMD so you shouldn't worry about damaging the card. A couple of things you could do to bring it down if you wanted are to 1) reduce the voltage on your overclock as less voltage = less heat or 2) adjust your fan curves so they ramp up at lower temperatures (meaning it will be slightly louder) to keep it cooler.

What kind of loads is your gpu under when it's getting to 90c without the overclock (gaming/benchmarks etc)?

I lowered the voltage and set an aggressive fan curve this definitely helped with the temps. I'm now getting 70c - 75c so not bad at all while overclocking. Thanks for the help :).
