Low FPS, long loading screens, crackly sound(sometimes). Suddenly

Okay guys, I have a weird issue going on here.

So the quick beforehand...I downloaded and played the Overwatch beta. Close the the end(May.7, 2016 if I recall), I logged in to play with some friends, and there was considerable lag on loading screens, a noticeable FPS drop, and both of those were accompanied with a cracky sound while lagging. Ever since then, I have had long load screens, extremely low FPS, and the crackly sound is still there now and again while in a game.

I logged in WoW as I was familiar with the FPS. Login screen I was around 450-850 FPS, loading screens I was between 1-8 FPS, and in game sat anywhere between 40-70 FPS. This issue is prominent in any game I load up.

I'm sure you're asking my specs right about now.

(the power supply is a different 800W corsair but I'm sure you get the picture).

As for what I've done....time for the list.

I rolled back sound, video, and storage drive
Updated latest drivers
Stress tested CPU, GPU, Voltage via OCCT(Could not get anything to overheat or generate any errors
Removed secondary hard drive(HDD)
Cloned primary drive on secondary and removed primary
Updated bios
Updated motherboard drivers
Removed RAM chip at a time
Moved RAM to previously unused slots
Ran Memtest
Moved graphics card to other PCI slot
Formatted hard drive

I also removed my graphics card and ran via my onboard HDMI after all previously mentioned trials. I loaded up CS:GO and received FPS between 16-35 whereas the game would typically run in the 100's.

None of the above worked. I am still loading games at around 19-30 FPS. I'm sure as you can see via my link that my computer should be running everything higher than that.

It's also worth mentioning that games run the same FPS regardless of the display settings; be it low or ultra.

I'm really at a loss as for what it is that's failing or about to. I've tried everything I can think of(I'm sure I missed a few things or forgot to write them down here).

It would be greatly appreciated if anyone has any ideas as to what is going on. Sadly, I don't have parts I can swap to check my video card and motherboard. I live in a smaller city so there isn't much here in terms of computer diagnostics. I will take it in somewhere if I can't find an answer but I am open to any suggestions you fine people have. I'm just at a complete loss right now.

run DDU, completely clean out the gpu drivers


install the newest from the nvidia website



do you have the monitor directly hooked up to the video card and not the motherboard?


all pcie cables firmly installed in the video card?

monitor cpu temps, sounds like thermal throttling

I highly doubt thermal throttling is the issue. This issue is present right from startup. In top of that, I've stress tested multiple times and never seen my cpu go over 30 degrees. All temps are well within a regular range.

30 degrees sounds like idle


cpu thermal throttling would do exactly what you describe

run a game and check temps then, msi afterburner is good for this

I downloaded MSI Afterburner and loaded up some Diablo 3, albeit not for long but still running as I type. My idle CPU temp before running the game is between 14-16C. In game it jumped up a little between 17-22C. The in game FPS stayed between 17-35FPS from intial load.
