USB (mouse&keyboard) stop working during installation OS W7 Pro 64b

Hi,
I have problem during instalation OS Windows 7 Pro 64b...
1. When I boot OS from CD or USB key - mouse and keyboard not working. So I add the driver for USB 3.0 by Intel SW and this problem solved. However...
2. When PC restart and boot from HDD to complete the instalation of OS, start OS with the screen where I have to write name of user and name of PC the mouse and keyboard not working again.
I have enable the USB Legacy, I try the all USB 2.0 ports and USB 3.0 port and still not working.
So do you know anybody how can I start working the USB port in this case?
I know that the main problem is that I install W7 in this time, when PC want W8 or W10, but my customer want W7 Pro.
