Does Chromecast/Steam Link use up bandwith?

Hi everyone,

So this is my situation, I'm living in an apartment that has its own WiFi network that our devices connect to. We don't have an ISP as such, or a router or local wired or wireless network.

If I use Chromecast or Steam Link to stream offline content from my PC, such as games and videos, to my TV using the apartment's WiFi network, would I be using my bandwith at all?

I'm not aware of any "official" method to stream from a PC to a chromecast. I've tried the unofficial/experimental way myself, but it didn't work for me.
Steam Link would be your better bet here I think, there's better ways for that to work.
Either way, if you're on a shared network with many devices, you likely won't have a great router to do the job. Local network activity is going to be limited, if it's allowed by the router security at all. If you can connect to other things on the network, the connection speed may not be enough for 1080p video streaming. That much depends on so many variables I can't account for without more details like number of devices on network, router model, computer's wireless card, etc.
