I've noticed that some my PC usually doesn't switch on. The motherboard won't beep and CPU led will be lit, displaying a q-code and no post to the monitor.
Displayed Asus qcode is not always the same, I've seen "07", "09","96", "56", "23" and more that I can't remember.
PC stays running until a hard reset most times, and sometimes it shuts itself off.

I've also been experiencing random freezes in Windows that requires hard reset.
I've seen it freeze at the logo where you press F2 to go to bios with a qcode "9C".
Does this mean it's definitely a hardware issue since it freezes even before it enters windows?

Will a faulty CMOS battery on the motherboard cause such an issue or maybe a faulty PSU?

Motherboard: Asus Maximus VII Ranger PSU: Corsair RM650

Turns out the start up issue was ram related, I removed the RAM that wasn't listed on my motherboard's list of qualified model. It used to work fine for months, don't know why it suddenly started causing issues.

The system's still freezes but only in Windows now.
