my 16gb sandisk micro SD shows 30.6mb when I try to format.and that to I was unable to format my card???? can u help me in solving this

Would you please post a screenshot of what you see in Disk Management (you can use imgur.com to upload the image)? Here's how to open it: How to access Disk Management in Windows to manage hard drives
Do you get any specific error when you try to format the SD card? Have you ever used it with its full capacity?

Basically what you can do, is to try and format it via a different computer/device, to see if the same thing happens. Other than that, you could try to format it via its manufacturer's formatting tool (most SD card and flash drive manufacturers offer such tools for their devices), to see if that helps you with your problem.
