I am building my first pc and i am wondering if i should overclock my cpu and my gpu

If you can, I would get an Intel CPU. I use to have a FX 8320 OC, and I was not very happy with it. I went with a i5 6600k, and I was so much happier, you don't need to get a skylake, but even an 4th or 5th gen i5 would do you better. Only overclock if you feel like you arn't running programs or games at the rate you want them to perform. Unless you have a liquid cooler, I would only OC if you "Need" it.

Edit: The GTX 970 is a great choice for 1080p, but if you have a little more money to spend, I would wait for the 1070 which is releasing June 10 and the price should start around $379.99. It is...

The 8350 isn't a great gaming CPU, you would be much better off going with an i5 and Z97 motherboard. The 8350 will bottleneck the 970 in even semi CPU heavy games.
