Possible CPU bottlenecking and computer upgrades..

I need some help there, I currently own a FX-6300 with an OC to 3.9GHz (VRM overheat if going past this..) and a R7 250x graphics card.
In some games like Battlefield 4 and GTA V I get stuttering or low FPS in zones with too much objects (Battlefield 4 for example gets stutter every 30~40 seconds on medium preset, no AA, 100% scale), stuttering in GTA V is not as frequent but it doesn't hit 60FPS easily, staying there hovering in about 40~50FPS.
So, I finally got money enough for an upgrade and have been wondering what would be better: GPU or CPU change.

GPU Would (Correct me if I'm wrong):
- Allow to increase settings like AA *unsure*
- Allow higher resolutions
- Possibly stop stuttering

CPU Would (Same as before):
- Allow increasing settings *unsure too*
- Possibly stop stuttering (I have noticed overclocking my FX to 4.2GHz allow me to play BF4 without stuttering but it simply starts melting VRM xD)
- Keep GPU at constant usage (I don't know why but I can play Far Cry 3 easily on this computer with constant 98-99% GPU usage and high FPS (They never go lower than 75FPS))

My possible upgrades:

New LGA 1150 motherboard + i5-4690K or GTX 970 or maybe GTX 1060/GTX 1070 (Unsure about the 1xxx graphics cards)

Edit: Playing at 720P quality.
 
Solution
A new CPU would give you the most immediate performance bump, but I would recommend both a CPU and GPU upgrade. Like you stated at the end an i5 w/ 970 or 1070 would drastically improve your performance.

I understand it but in Brazil getting both of them would be very expensive for me so I can only afford one upgrade right now, also I'm playing at 720p quality if it changes anything.
 
Have you monitored CPU/GPU usage while playing these games and where the stutters occur? I think that would be most beneficial - I'm thinking the CPU has enough power at this point, but at 720p, even that low-end graphics card should have enough power to run sorta smoothly.

How much RAM and do you have system + game + page file all on a regular spinning hard disk?

Checked it now:

Battlefield 4 singleplayer plays at 80~100 FPS/high settings with 97~99% GPU usage and 78~84% CPU usage (No stuttering)
Battlefield 4 multiplayer plays at 45~75 FPS/high settings with 72~80% GPU usage with some jumps and 84~92% CPU usage (Stuttering, Battlefield 4 graphs show CPU line on top of the GPU line)
GTA V singleplayer plays at 45~75 FPS/normal settings w/ (Population density on low, population variety on low and distance on low, soft shadows disabled.) GPU Usage 80~93% and CPU Usage 96~99% with some stuttering when CPU reach 100%.

I have 8GB of memory (Hyper X Fury), games are installed in a HDD (Seagate 1TB, 7200RPM) and pagefile is on HDD too (When it was in my SSD I saw no change in performance too.)
