I've noticed recently that my CPU temp on HWMonitor is going up and down extremely quickly just from booting up. It's reaching 50 degrees celcius just on idle then going down to mid 30's, after a while it hangs around mid 40's to 50's.

In gaming its reaching 70+ degrees after only half an hour.

This is in summer and it has been quite warm recently about 20 degrees on average.

This is not with a stock cooler also, its with an aftermarket cooler, I'm using the Akasa Venom Voodoo, its got a massive heatsink and two S-shaped fans on either side.

I'm also using that arctic silver thermal paste.

My suspicion is that the thermal paste needs reapplication so I may take it to the shop, but could there be something else causing it? (I last cleaned dust from it about 3 months ago)

Also, are these temperatures dangerous?

Solution
Try the paste - Intel says 72 degrees under load so you're right on the threshhold it sounds likes. I have the same chip and even playing The Witcher 3 maxed settings (980ti) and stock cooler mine never goes about 55 or 60.
