980ti in PCIE x8 instead of x16

Im having trouble figuring out why my card isn't reading in x16 when all 5 of my expansion slots are x16 and I'm not sure how to alter it

specs:
I7 5930k @ 3.5ghz
MSI GodLike Gaming x99a mobo
MSI 980ti Lightning
16gb RAM

Which slot do you have the GPU in? Confirm that the slot you are using is configured for x16 in UEFI. Anything in the other expansion slots? Any unused motherboard features taking up pcie lanes?

All expansion slots on this motherboard are supposed to be x16

That's just marketing. Physically, they are x16 type slots, but electrically, the lanes are divvied up differently depending on the configuration. Electrically the only two true x16 slots are the first and the 4th according to the detailed specs and in the manual. It's also discussed in HardForum a bit. If all 5 were x16 you'd need 80 lanes alone for them.
