Greetings! Recently upgraded from a 970 chipset to a 990 chipset and am currently OCing my FX8350 (never done it before) and I believe I've got a stable 4.5Ghz out of it. However, my concern is that if I do a blend stress test it via prime95, it usually stops 1-2 workers immediately, however, the Small FFTs test works for at least 30 minutes at a time and my CPU peaks around 48c. I also am unable to hit above 4.5Ghz even with around 1.45V, usually the screen freezes (doesnt BSOD or flash, just freezes, so I'm wondering if it's a GPU issue). Currently I am unable to run Skyrim (heavily modded, only getting 17 FPS for 2 minutes before crashing, intend to upgrade my GPU to a 480X when it releases) and Fallout 4 / Dark Souls 3 are able to run perfectly without mods. I'd like to find out why I'm unable to get higher than 4.55Ghz stable on my stress tests, and it certainly isn't an overheating issue as I have very adequate cooling from my H100i and 8 total 120mm fans.

-Asus M5A99FX
-AMD FX-8350 cooled by a Corsair H100i as an intake with 2 120mm fans on top
-XFX HD 7870 2GB VRAM DD Edition (OCed in MSI Afterburner to +20 Power, 1150Mhz Core Clock, 1300Mhz Memory Clock)
-16GB DDR3 Corsair Vengeance downclocked to 1433Mhz
-Corsair 750 80+ Bronze rated PSU
I guess you could say I bought a ton of Corsair parts for it.
BIOS Settings are:
20.5 Multiplier
BUS Speed at 220
PCI-E at 110
HT Link at 2400
Phase Control is set to Extreme
CPU Offset Voltage at +.062500
CPU/NB Offset Voltage at +.012500
Disabled Cool 'n Quiet, all Power Saving options are disabled
Fast Boot disabled
Tweaking this thing for the first time is kinda fun, I've read many guides and articles over the last two weeks but I'm frustrated at my CPU right now, and for some reason, my voltage is listed as 1.35V in AMD Overdrive even though I've increased Offset by a decent amount. Should I try to set static voltage?
