So every headset or microphone I have plugged into this computer, there is an incredibly loud buzzing noise that comes on sometimes, and other times it doesn't.
I've looked at youtube videos and they all state the same thing, and havent found anything to help by looking around, or it's simply too complicated to understand.

This is a sample I recorded with Nvidia GEForce while I was in a skype call with my friend. https://youtu.be/H-tQrt7jLuE, if I cover the USB port with my finger, or touch the computer with my hands, the buzzing goes down.

The computer sits on a table in my basement, I have tried moving it and there isn't much space for it anywhere, I just need to understand what I have to do to fix this.

If the buzzing you're experiencing dies down once you make contact with the chassis(regardless of your being bare feet touching the basement floor) then you seem to have a grounding issue. Can you make sure the ground to your wall outlet is secure and can handle your PC's power requirements? Often times the buzzing can and will come from static build up in your chassis or that the mic on your setup has had it's gain increased to the maximum level.(which is highly unlikely).

Mind sharing your full system's specs with us inclusive of your OS and audio equipment? You might also find it of use to pass on your headsets used to rule out they were fine. Connectivity method is another question, whether they were off USB or analog ports.
