Strange problem with startup

So I bought my pc about 3 months ago. It worked fine up until yesterday morning when I something strange started happening on startup. When I press my power button, leds light up, fans start, but there is no characteristic "beep" sound that we all know and love. Instead everything shuts down after 2 or 3 sec, and after 2 more sec it powers up itself just fine. It does not happen when I try and restart my PC, only when I power it up after shutdown. I tried turning fast boot off, but to no avail.
Specs:
OS: Win10
CPU: INTEL Core i3-4170 3.70GHz
GPU: GIGABYTE GV-R938WF2OC-2GD (rev. 1.0) R9 380 2GB GDDR5 OC
RAM: HyperX 4GB FURY DDR3 1866MHz
MB: GIGABYTE GA-H81M-S2PV
PSU: Cheiftec GPS-600A8

Nope, but I fixed my problem tho. :) I dag around the interwebz and found out that similar issues happened to people when they had faulty cpu fan sensors, so their pc didnt know it was turning and refused to power up. So I unpluged my cpu fan, and plugged it back in again, and now it is working like a charm. Tho, before i shut down my pc to do that, i also run SFC Scan tool, which is supposed to scan and fix registry. Anyhow, one of those 2 things fixed my issue.

Oh and btw, it started escalating before i fixed it. y-day it needed a dummy spin to wake up from...
so it needs a dummy spin to initialize...
do u have an ups and surge protector???
was there some kind of power hiccup before it started??
ur psu might be dying...
try resetting the motherborad cmos and jumper...
try another psu, just for testing purpose maybe...

I did reset the bios, but problem persisted. Yeah, PSU has all of the protection thingies, at least it says so on the specification. :) Hm, there was a problem with start up before this started happening, where power ran out while it pc was turning on, but I find it hard to believe that that fried the PSU. :/ Thing is, even when GPU and CPU are under 100% load, everything works just fine, there are no other problems than that on start up. I guess I need to find another PSU to test it :(

Will try it. Tell me tho, do you think I should rule out any problems with OS? I occurred to me that for some reason pc does not shut down correctly and that that is causing the issue.

Oh, well it appears to shut down correctly, but that was just an idea... Hm, imma try too boot w/o HDD and/or with linux on some USB drive or sth.
