can my pc run a GTX/AMD R9 Graphics card?

Hi...
I want to know if my computer can run a high end graphics card like the GTX 960 or the AMD 380.
My PC Specs are:
CPU: Intel Pentium dual core E2220
Motherboard: foxconn G31XMP (it has 16x pci-e slot)
Ram: 2GB DDR2

We would need to know what PSU you have, those graphics cards require a certain amount of power and based on the other specs you have listed my first hunch would be no. On top of that it looks like you are about ready for a complete new system. Pentium dual core plus DDR2 RAM isn't going to give you very good results.

He could have a 1000 G2 I wouldn't waste the time with a GTX 960 or an R9 380 on a system that age..

Many times those older PCIe 1.0 slots don't like newer 3.0 GPUs as well. Not that it would matter.

Time for a new computer.
