WinXP Service Pack 3

Where can I download WinXP SP3? Microsoft no longer supports it and I can't find a reliable site that has a active download. I wouldn't bother with it except most programs won't install without it.

It will become available as an update once you have installed all qualifying updates through the Windows Update applet. While Microsoft no longer issues new updates all previous updates are still available.

Then you need to fix that before proceeding. The stand alone installer will not fix this.
