Witcher 3 - Very high CPU usage i5 4460

So, recently I've been getting high cpu porcentage when playing The Witcher 3. From 80 to 100% in Novigrad, menus, outside, inside houses

My FPS are fine @60 and my CPU temp too @50C

Specs

1080p monitor
GTX 970
16GB RAM

Is it normal?

I'd say you're fine, novigrad is one of the more intense areas of the game and pushes even an i7 pretty good. Chances are you're on a 60hz monitor, the next step up would be a 120hz monitor and the 4790k paired with a gtx titan can't push even 100fps in novigrad (unless maybe details are turned way down). Meaning you're going to run into a limit with even the top end hardware at anything over 1080p/60hz. Since you're pushing 60fps on a 60hz panel I'd say you're fine.

It sounds like your i5 is outperforming the i3 and might be a hair less than a 4690k and only slightly less performance than a 4790k which as it stands is exactly where a lower end i5 like the 4460 is in the product lineup. It's doing its job as expected and sounds like...

It's doing its job as expected and sounds like it's giving pretty solid performance. Are there cpu's that will perform a bit better? Absolutely, and it's true of anything that's the middle of the performance charts. Don't expect a gtx 960 to perform like a 980ti but it will do well in most games and will perform better than a 750ti.
