PC Boots into black screen after Bios

I had an issue with my PC turning on and so took it to be repaired. The guy at the store told me the PSU had some faulty wiring and so fixed that while also cleaning out the rest of the PC.

Since getting it back earlier today, I've been trying to work with the PC, but it just seems to be getting worse. Because whenever I tried to boot, I ended up going either to a black screen or receiving a notification from my TV "No signal" which means it registers that something is plugged in, but is not receiving input.

I did a full restore of my system which had a few issues, I had to manually reboot a couple times to get it to move forward. Once I did get into Windows, it was fine until I lifted the resolution from 1024x768 to 1080p. It then went to a black screen.

After that, I did manage to boot into Windows fine (after a few reboots though) and managed to install some drivers from my motherboard disk. It told me to restart, but every time I try, I come back with that same black screen (though, without the "no signal" notification).

Despite the issues, I am able to boot into Safe Mode fine (though despite choosing the networking option, I receive no internet connection).

I tried calling the person from the computer repair shop, but he claims not to know how to help me because when they decided my PC was fine, they were using a VGA monitor.

I have tried to use low resolution mode, but that has the same impact as going in normally.

My Specs:

Mobo: MSI Z97-G55 SLI
CPU: i5-4690k
GPU: MSI GTX 770 Twin Frozr 2GB*2 (With no drivers because I can't seem to install them in safe mode)
RAM: 2*4GB Kingston HyperX Fury
PSU: XFX Pro850W XXX Edition.

I'll continue to try some new things to find out my issue (first stop being a system refresh) and update if I find anything.

Update: I forgot about this: From time to time, after rebooting, the TV gives me a "No Signal" message, so I have to reboot again to see the Bios.

Not sure if anyone is going to help me, but what I've done:

I've completely wiped everything from the hard drive to give a fresh install of Windows 10, but considering how that seemed too unstable, I then used Windows 8. Windows 8 has been a lot more usable, however whenever I go to install the driver for my GTX 770, either from the disk it came with or downloaded, something goes wrong.

When using the disk, the whole system freezes and I come back to a black screen (or one with no signal) and if I use the one online, it tells me to restart, but when I do, the same problem persists.

I'm now able to access Safe Mode with no problems and did find that my GTX 770s show up as Microsoft Basic Display Adapter, but there's also another for my HD Graphics 4600.

It's looking very likely to be a graphics issue, could it be the hardware?

Thanks for the help guys!! :)

After doing more research and narrowing of my issue, I did find it to be an issue with the drivers. I deactivated the driver and then restarted (they came back, but I was able to boot outside of Safe Mode). I took the information to right click and update driver software which worked!!!! :D

Though a new issue has arisen. Only one of my cards shows up on the device manager, which I will ask in a new question.
