what game am i playing is gta 5 i have a gtx 750 ti 2gb
is it okay to ignore it some people say you will have missing textures
any suggestion on graphis settings i still want the population denstity,population variety and distance scaling to maxed

Usually if you go over the VRAM suggested limits you will see more stutter and lag as your card doesn't have the VRAM. In your case though, the 750ti just wouldn't have the sheer power to be able to run those settings maxed out. As GTA 5 is very demanding.

Solution
What you tend to find is with graphics card that have less physical memory fitted to the actual card.
For example 2Gb.

That in most cases they tend to resort to also sharing part of the main system memory of the system.
That is often used when high screen resolutions are used and the more texture detail settings you use in a game plus the effects such as AA, Fov motion blurring, and draw distance scaling.

The more detail and display distance depth of a game that is set the more memory it requires.
If you reduce the memory capacity then you are more likely to run into texture caching and loading spikes.

As gokitty has said the Gpu is likely not powerful enough to run the game at the graphical FX and resolution of in game textures, plus a high screen resolution to give enough of a decent frame rate to be able to play Gta 5 at those settings.

I tried, it will much more slower with no error, mine is GTX 650 with 1GB built-in, but it will share another 3GB RAM from system if needed.
It's similar as virtual memory, imagine you filled all your system memory and it begin to swap with HDD.
