Low clock speed on FIRST boot.

hey,

when i turn my pc on for the first time for the day or something after about 30 mins the cpu clockspeed drops to about 0.90ghz. if i then turn my pc off and back on its fine.

specs: i7 4790k
gigabyte h97m-hd3
corsair h60
win 10 64bit

when the cpu is at low clock speed if i launch a game the clock speed stays low. iv tried reseting cmos, disabling fast boot and setting pc to high performance mode
 
Solution
i think i have solved my problem. i went into bios and changed system fan 1 (The one the pump is plugged in) to full speed mode and so far its worked. ill update you if anything changes
make sure the mb has the newerst bios file to make sure it has the newest cpu code. turn on xmp mode for the ram in the bios. in the bios look for intel speed step. and cpu sleep states. turn them off. with speed step off the cpu should stay at max speed same for cpu speed step. if not try running the intel cpu test make sure the cpu is fine.

ok so i turned on xmp mode, the mobo bios is one the latest version and i couldnt fine speed step or sleep states in my mobo. ill see how it goes with just changing the ram mode and see if that helps. ill update you guys when i find out if its still happening. thanks for the help

ok so non of the above worked but i think iv worked out that is a thermal issue. when the speed was low i open speed fan and all my core where at like 90C+ and when i took the side panel off the cpu pump was hot. i just dont undersatnd how restarting fixes this.

ok so i looked on speed fan and "fan 2" runs at 0 RPM intill i restart. im guessing that the pump because the radiator fan spins just fine. so how would i fix this? is there a way to force the pump to run?
