External HDD shows up in Disk Management but not My Computer and diskpart

My external 1TB HDD shows up in disk management and device manager but doesn't show up in my computer.
In disk management it shows up as an unknown disk, and shows the capacity to be 2084 GB. I can't initialize it either. Also, doesn't show up in diskpart, although it was there when I did "list disk" a little while ago.
Is my drive straight up fried or are there any chances of recovering it (just the disk. I'm assuming all my data is lost either way).
If I can salvage the disk by formatting, how would I go about it?

What happens when you try to initialize it?

I believe you can try to access the drive with a data recovery tool and see if it will help: http://www.tomshardware.co.uk/forum/id-1644496/lost-data-recovery.html
See if you can test it afterwards: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

I believe it will not hurt to try something simple as just using a different USB cable. You can attach it to another system as well.

Is the drive under warranty?

I fixed it! Just as I'd given up and decided to ask you guys, the internet coughed up a solution.

for those interested, I got this from Microsoft Answers...
Plug in and turn on the external USB hard drive.
Right mouse click on My Computer.
Left click on Manage.
Left click on Device Manager.
Expand the USB list (Yellow/Unrecognized/problem)
Find the USB device for your USB Hard Drive.
Right mouse click – Uninstall.
Turn off the external USB hard drive.
Turn on the external USB hard drive and let it find and install the driver.
