Internet too slow to use with new Linksys WRT1900ac router

Original problem: Internet connection was lacking so I upgraded everything. New DOCSIS 3.0 modem to replace an old DOCSIS 2.0, new quad shield coax cable to replace the old cheap coax, new cat-6 ethernet cables to replace the cat-5 cables. Keep existing Linksys e4200 router with firmware updates, create static IPs, etc.

Second problem: With the new setup, Nothing was working. Everything said it was properly connected, but it wouldn't actually work. It kept throwing DNS errors at me. After a dozen solutions, it worked for a few weeks; bad, but enough to get by.

Current problem: Everything completely stopped working yesterday due to "DNS errors". I decided the router was bad and got a new one today, Linksys WRT1900AC. The Linksys was so easy to install and set up, updated firmware, changed basic settings like SSID, set all settings to automatic on computers and router, then power cycled. Now the internet is so slow that nothing works.

Info:
-ISP is Time Warner Cable
-Modem is Arris Surfboard 6141
-Router is Linksys WRT1900AC
-Location is Central New York
-Wired connections with 50' cat-6 ethernet
-Modem wired to router with 1' ethernet
-Problem is with wireless AND wired connections
-Subscribed speed is 16 mbps down, 1 up
-Tested speed with current setup is 0.60 mbps down, 0 up
-This happens with every device; laptops, phones, Xbox...

Attempted Solutions: -Direct connected 3 devices with 3 different ethernet cables to the modem. Connection is perfect. 17 mbps down, 1.5 up (better than what I pay for)
-changed MTU several times, no change.
-turned off UPnP, no change.
-turned off Media Prioritizing, no change.
turned on Media Prioritizing and changed downstream kbps several times, no change.
-Troubleshooted, no problems detected.
-I properly power cycle every time I change something

Where I am now: The problem has to be past the modem because that works without a problem. The router must have an issue, but it's important to note that it's a different issue than my last router had, but with similar results (can't do anything online).

Something is screwy between the router and all of my devices and I have no clue what. Do I need to factory reset and try again? Get a 3rd router? Any loopholes I don't know about? I'm not very tech savvy but I know very basic networking. I also realize my router is way too powerful for my subscribed speeds but I want to future proof this system.

This is my 2nd 1' ethernet (also cat-6) so I'm pretty sure that isn't the problem.

What is a switch and what does it Do?
