My AMD FX 6300 dosnt go past 1.35GHz even under load

I built a new build a week or so ago with a Asus GTX 750ti and a AMD FX 6300 on gta I only get around 20-30fps when I saw benchmarks with people getting around 60fps with the same cpu and gpu. I did some investigation and I checked in task manager and the CPU utilization never goes over 40% or 1.35GHz the motherboard I have is a MSI 970 gaming please help I have tried in the bios i have tried turning off cool and quiet and turbo core technologoy. I have even overclocked it to 4.1ghz and it still dosnt go past 1.35ghz. PLEASE HELP. The total parts list is here http://pcpartpicker.com/p/w9WPbv

How would I go about checking those temps would you recomend? Im fairly new to the pc building side of things. Also windows isnt in power saving mode i turned that off.

Download Open Hardware Monitor and check for 'CPU Temp' and 'Core temp', post both of them here.
Also by 'turning off' power saving mode do you mean you placed the OS in high performance mode?.

I just download and used speed fan to check temps and at idle GPU: 31c HD1: 31c HD0: 29c Core:15c

17c seems to be low even for idle, are you using the stock cooler? The program may be showing wrong temperatures (Happens commonly in AMD cpus..)
Another thing, is your BIOS updated?

it is the stock cooler and the bios hasnt been update i will do that now but any suggestions of what I should do?
