Computer Sees USB but won't boot usb for Win 7 install

Hey guys! So my custom comp caught a virus and I decided to reload win7 into my pc. I got the win 7 iso file from microsoft. I have also plugged in my usb and ran it via the microsoft usb/dvd download tool.

First question I have is: Is the usb considered bootable after microsoft's usb/dvd download tool?

Second problem I have is: unable to boot the usb up. Biggest concern I have is that my computer is able to recognize there is a usb, but it just doesn't boot no matter which boot order I place them in.

I have tried contacting Windows, (helpful and nice guys) but they were not able to fix the problem, calling it "out of their scope". They recommended me going to ASUS, the brand of my motherboard. Asus was no help at all, one rep placed me on hold for 15 minutes and the phone was sent to the, "If you like to make a call...."

I have tried my 2.0 usb and 3.0 usb ports and it is able to recognize but not boot.

I have done research and work about the CSM and secure boot disable. The computer still wouldn't boot the usb.

My computer runs intel i7 3.5hz
asus h91m-e motherboard.
nvidia 760 gtx 2gb
8 gig ram.

If the mobo has a boot menu,not in the bios but separate key at post,get in there and check to see if the usb pops up twice once as uefi and once normal select the normal one and let's hope.

Yes, What TerryLaze said - put the boot hard drive at the top of the boot menu in the bios. save and exit. Power off.
Disconnect all other ssd's/Hdd's except the one you want to be the boot drive.
Power up watching the bottom of the screen
Press the F-key that corresponds to 'select boot media' (you might need to reboot a couple times to press the right key in time)
- For a UEFI install (graphical Bios), select the flash drive option that begins with UEFI:
- For a normal Bios or uefi bios in compatible or secure boot disabled, select the flash drive that doesn't have uefi in front of it.
(for win7 I do recommend turning off Secure boot or putting the motherbd into bios/compatability mode)

*You may need to click "Drive Options" on the "Where do you want to install to" and then delete existing partitions. Install doesn't like to show drives that it thinks have an OS on it already.
