100% CPU Usage Playing The Witcher 3 Intel Pentium G3258

I just recently installed a new Intel Pentium G3258 in to my computer. I overclocked it to 4.5ghz hoping I would be able to get some smooth fps on even the lowest settings. When playing a get stuttering and every few seconds I will get a short 4-5 second freeze. When I check Task Manager, even at the main menu my CPU usage is at 100% Is this normal?

Specs:
Intel G3258 4.5Ghz Dual Core
Gtx 750 ti
H81M-Plus Motherboard
4GB Ram (Ordered More)
CX500 PSU

I have looked around and found people playing it fine on a dual core, but should I really be at 100% usage at the main menu?

well you are lacking RAM, and you only have two threads to work with thus any background programs are going to kill performance. people playing on dual cores might have a cracked version or something, but the main point is that game is not meant to run on anything other than a half decent Quad Cored.
