New Build Gaming PC making constant high low noise? Very annoying, see attached video....

Hi all, I'm very new to the pc building game and have just completed my first build. Ever since I had the computer up and running and installed all drivers/bios, this constant high low siren sound has been happening. It's coming from around the cpu area, It doesn't appear to be the cooler fan but more down at the cpu. All system temps are perfect, cpu around 24 and barely moves when gaming, GPU temp while gaming is never more than 60. Any help would be greatly appreciated. It's brand new so hopefully if anything is faulty I'll call up and have it swapped. See video for the noise. cheers,

Yeah it's harder to hear in the video if your listening through an audio system. It's easier to hear if you have a phone and hold it closer to your ear. I assure you the sound is there. Think I'm just going to have to rebuild and try to figure out where it's actually coming from while it's all still under warranty
