Best DX11 Graphics card for my PC?

I have a PC that has 4Gb of DDR2 RAM (The Motherboard will not accept any more), intel duo-core 7400, 490watt PSU and It was custom built circa 2009-2010.
What graphics card will give me the best FPS when gaming that will not bottleneck too much? (it currently has a DX10 ATi FireGl 5600. let me know if you need any more specs.

I am looking to play at a medium-high resolution as i realise that the highest resolution will not work very well on the computer I have

Without knowing the budget, I'd say go for a GTX 950, it's the fastest at it's price and still doesn't take much power.

I would avoid going for a GTX 950 with that setup, I think the CPU and RAM would just bottleneck it too much. A GTX 750ti is probably a good idea unless your planning on replacing your PC.

950 is a bit too much for that CPU, 750/750ti.
