980ti benchmarking low?

I'm absolutely exhausted trying to find out why my system randomly under performs. My frame rates are not stable from boot to boot. I just ran SteamVR Performance Test Tool and my 980ti averages a quality score of 2.9 (low) with 49 frames at below 90fps/2400. I've RMA'ed the card, mobo and they have told me nothing is wrong. Here are my specs are:

4970k CPU
980TI
16gb DDR3 RAM
z97 MOBO
SSD + SSD + HHD (no raid)
850w PSU
144hz monitor (dual link dvi)/60hz monitor (dvi)

I don't know exactly when the issues started, but it really is deterring me from what used to be great nights of gaming. League will even drop below 100 fps in team fights with non of my hardware even trying. If anyone has any recommendations or suggestions I am all ears.

What PSU do you have?
Have you updated latest dirvers and completed a clean install?
Have you virus / malware checked your system?

Can you run a game and log your performance with GPU-Z? would be nice to see what is happening power/useage/boost etc...

I have done a clean install of drivers. I have run virus/malware with defender and MWB. I can run a game and post the exact numbers, but my cpu temps max at mid to upper 60's, with the 980ti not ever going over 60c. Let me work on getting some of those other numbers via a screengrab...
