CS:GO is not intensive on your GPU. The GPU you have really doesn't have much of a say in your FPS, it's mostly about the CPU. Your CPU is very weak.
cs:go minimum requirements
Processor: Intel® Core™ 2 Duo E6600 or AMD Phenom™ X3 8750 processor or better
my processor is a Intel® Core™2 Quad Processor Q9550 a beast processor never bothered me ingames
and just look to the image above and look CPU, 10% what are you talking about..
First of all, when I'm trying to help you, don't disrespect me. Second of all, your .gif above is showing CPU usage... IN A MENU.. The menu is irrelevant to the question you're asking. Also, please do remember that the engine CS:GO is running on doesn't utilize your CPU to the fullest amount. When I am in-game in CS:GO, my CPU utilization is only on 30% and I'm still running with 350 FPS.
If you're sure that your low FPS is not caused by a below-decent CPU, then ok, it MIGHT be your graphics card getting too hot causing it to exceed the threshold temperature and slow itself down in order to not overheat.
That being said, your CPU is by no means a beast processor, at all. Its base clock is not even 3Ghz. It's a pretty weak processor.
