Micro stuttering in all games

So first i bought my pc and i had no problems until i wanted to play Fallout 4 on my R7 250 and i overclocked it (alot) and i started getting weird stuttering in every game. So i thought i broke the card and i bought a GTX 750 Ti, reinstalled windows 10, put everything to default in bios and i am still getting the same thing. I have tried everything from putting my monitor to 59 HZ to 61 HZ, V-Sync, Adaptive V-sync, other card, lowering settings down, but nothing helped. Could this be because my monitor is broken or something ? Because it's a strange constant noise ZZZZZZZZZZZZZZZZZZZZ, i checked every cable and connection, but i had no results. Or maybe my hard disk ? I don't know... Can someone help me please ?

Motherboard: MSI A68HM-E33 V2
Video card: Palit GTX 750 Ti StormX Dual
Processor: AMD Athlon X4 840
RAM: 4GB 1600Mhz
Driver: 365.10 (yes i tried different versions this didn't help too)

Start by checking CPU temperature while running a game or benchmark to see if thermal throttling might be the cause. If you see CPU core temperatures over 80C, you likely knocked the HSF loose at some point.

Also, 4GB RAM is a little low for modern games, you may want to upgrade to 8GB unless you have plans to toss your CPU and motherboard for something that uses DDR4 in the not-so-distant future.
 
Hard disk has nothing to do with this. When something is loaded into the memory, the HDD doesn't come into play anymore.

It could be many things, but we know the video card is not the problem.

First, check your PC on your TV or another monitor. It's the cheapest troubleshooting option. It could definitely be your display.

Secondly, bring all your specs to stock value, disable your OC.

It leaves your motherboard and your power supply if that doesn't work. Try another power supply if you have another one around. I am pretty sure it could be your motherboard also if you OC too much.

You did pretty much everything already, fresh install and all. Just do these last thing and you will be able to find your problem.
 


Issue was not present before so RAM is not a problem.

Well my TV can't connect to the pc for some odd reason, i just get a black screen. I'm using a VGA connector do i have to use another one ?
P.S My motherboard is pretty good for overclocking https://www.msi.com/Motherboard/A68HM-E33-V2.html#hero-overview and it might be my PSU because it's very cheap and from an unknown company but i don't have another one to test it. I have one 300W but i dont think it will work on this system.

4GB is marginal for newer games like Fallout 4. It wouldn't take much change in the software environment to cause an increase in swapfile activity and that would cause additional or more severe stuttering.

Stuttering from swapping has always annoyed the heck out of me and is the main reason I have ended up maxing out RAM sooner or later in all of my systems since my 100MHz Pentium nearly 20 years ago. (And yes, that meant spending over $400 on RAM in all of my PCs, except for my i5 which cost me only $180 to max out with 32GB three years ago.)

My ram usage never goes more than 3 GB so no ram is not the problem.

Don't believe what you see in RAM usage, look at your case's HDD activity LED or the disk activity level in Task Manager. On systems with low memory, Windows may do a significant amount of background shuffling to make more memory available and when most of the RAM is assigned to processes, it leaves little for the file system cache and that can cause its own set of performance issues.

If you see the HDD activity LED blinking a lot, especially during stutter, that's a fairly clear sign that you could use more RAM regardless of what RAM usage may appear to imply.

I agree but i get lag in games like CS:GO so i really don't think ram is the problem.
