Can't access any .ph website.

I'm from the Philippines. I can't access any .ph website. I tried accessing dost.gov.ph but to no avail. I'm from UP and all our websites end in .ph (crs.upd.edu.ph) so basically, I can't enroll. I found a workaround though. I used TOR (special browser) and I was able to access .ph websites. Also, somehow, .ph websites work on my phone. Can anybody help?

Can you ping the website at least ? (Windows start, search for "cmd", hit enter to open the command prompt, enter "ping dost.gov.ph" there and see if it comes back with an ip address or an error message)
