The SSD is much faster and not much higher cost than a regular drive, although smaller total storage. Your budget does not support an Intel i5 processor.

An i5 would be better for games in the future, but you will get much better results by getting a more powerful GPU(the i3 will handle all cards up the very high end just fine, and will do so for the foreseable future)

Go with Intel. Don't sink your money in the dead AMD platform. And my recommendation to go with the i3 and a more powerful GPU stands. An i3 paired with a 4 gig GTX 960(or R9 380) will wipe the floor with an i5 paired with a 2 gig r7 370 or gtx 950.
