Are those cpu temps high?

Ambient temp is 29 degrees and my cpu at idle is at 35-40 degrees and at 100% during heavy gaming my cpu reaches 70 degrees at max load for 30 minutes stable is that really bad? i use stock cooler and i5 4690 btw when i play normaly at 75% usage i get 62-63 degrees

That's about what the stock cooler will do. You could spend like, $20 on an aftermarket cooler (Hyper 212 EVO) and get better temps

As long as its not over 100 degrees, it is perfectly safe and perfectly normal.

Because i dont want to spend more money on my pc can those temps do? i mean normally when i play i get 65-66 degrees is that very bad for a cpu? btw my gpu is also at 67 degrees at 100% during witcher 3 gameplay

Those temperatures are just fine. I suspect you are using the stock cooler? If so, it is made to be able to cool that cpu and since you can't overclock it, it should stay well within safe temperatures. Upgrading your cooler won't offer any benefits (apart from being quieter and looking better).
