Upgrading old pc with new gpu

Ok I was looking to upgrade my old pc in living room, it isnt the best but hey it still works!
Anyways specs are as folowing:

1. Motherboard : ASRock G41M-VS3
2. CPU : Intel(R)Core(TM)2 Duo Cpu E6850 @ 3.00 ghz
3. GPU : ASUS Radeon HD 5450
4. HDD : Western Digital Caviar Blue 500gb
5. RAM : Kingston 2GB 1600MHz DDR3 CL11 DIMM SR x16 (2GB x 2)
6. PSU : 230V (MAX. 400W)LC-8400BTX - L&C Computer Co 400W ATX Power Supply
7. OS : Windows 7 Ultimate Edition 32bit

Now my question is, can I upgrade my GPU with this powersupply that I currently have without fear of bottlenecking it in process. I was concidering for 2 options and those 2 are as following :

- AMD Radeon HD 7770
- AMD Radeon R7 250

and if you have better options feel free to add it :)

EDIT : Friend of myne suggested this card aswell and I find it very good when it comes power to price range so if I can get some info on that aswell

According to the label, looks like it can handle a GTX 750Ti. But it is made by Solytech, one of the worst OEMs. Get a better PSU straight away. It's Tier 5.
Avoid IMMEDIATELY. These units are highly unsafe to use. No such protections added, very thin gauge wiring used, false advertising and too much to list. Reference to a higher tiered unit for a better, money saving and a much safer unit. For your safety's sake, please don't order or pick one up for use in your system. These units are a potential fire hazard and could even kill you, let alone your system.

I did run it on test over a local retail that holds friend of myne and currenty by his opinion yea it is bad psu but powervise its preety ok, this pc is in living room so it is turned on very rarely, do you might think even with low consuming could end to bad accidents?

Then I'll concider getting psu aswell when getting new gpu, anyways the point is, Card will work but change psu first?
and what kind of psu would you suggest with this current or future build?
