Do I have to upgrade my CPU or my CPU cooler?

CPU: fx 8350
GPU: gtx 970
RAM: crucial ballistix sport 8gb ddr3-1600
MoBo: msi 760ga-p43
Case: CM k380
CPU cooler: CM tx3 evo
PSU: CM 600w (non modular)
HDD: WD blue 1000gb 7200 rpm

When gaming I experience many FPS drops and my CPU usage is always 100% or 90% and the temps are 76 ℃ under load and 35 ℃ idle is this a bottleneck or a heat issue?

Yes, you can get a skylake i5 6500 for under $200. With a motherboard and 8Gb of DDR4 total cost would be around $300. If $200 is the total upgrade budget then you could drop down to an i3 6100 which will still be better than the FX in many games.

First use a program for monitoring,like msi afterburner and check your cpu frenquency and usage along with the temps.Propably your mobo cant stand the heat and lowers the frequency of the cpu dont avoid thermal shutdown and damage,which low frequency cause stuttering during gaming.


Also about the vrm cooling,you can search on google how to do that,its not very difficult but needs some experience.

But if you can upgrade to a 970-990 chipset it would be better.

Ok I think I will go with a new motherboard but can the fx 8350 bottleneck the gtx 970?

In some situations it can, but they are usually only noticeable of pushing a high refresh rate.

my budget for a CPU is around 200$ is there any good CPU that i can buy in that range that will outperform an fx 8350?

They are good but given the usually small price difference I'd go with the 6500.
