Will i get playable framerates?

Greetings, before i start i wanna say sorry for my english.. lol
I am going to build a pc in the near future and i have planned to get the following parts:

-RAM: Kingston HyperX Savage 2x4gb 2400mhz
-CPU: AMD A8 X4 7650k 3.3GHz 3.8GHz Boost ,4mb cache quad core
-MOBO: MSI A78M-E45 V2
-HDD: Hitachi 2.5" 500GB 7200rpm
-Case: Zalman mATX ZM-T1
-PSU: .....idk... D: (probably raidmax 400W)

I want to play csgo and some other games at playable framerates at resolution 1366x768 using the integrated R7 7650k with 2gb shared memory , 386 stream processors and 720mhz clock.
What are your expectations? Is it possible?

I currently play it with a single core celeron 2ghz and 9800GT 512 mb ddr3 + 2gb ddr2 ram
this is pretty damn bad cpu because it barely handles clean install of win7 with only steam and google chrome installed hahah i get 35 fps MAX which is just unplayable for a competitive game like cs go

p.s. can you suggest me a cheap psu that will handle just fine? i calculated the watts needed and they are around 250 so i want something like 400 w so i can get a dedicated gpu later

too bad im on a strictly limited budget.. will have to invest more i guess.. maybe for a corsair vs or cx

I would also stay away from those.. If you had to, I believe the cx series is better.

Im going for a CX then because i need to go as cheap as i can... BTW my father has been using a VS 440 for 3 years or more and no problems.His pc is kinda mid-range

Then the VS must be very durable.. My father plays Diablo 3, HoTS, WoW, cs go, etc. a lot
