Is my PSU faulty?

Hi there,
I tried to turn on my PC this morning and all it did was flashed and ran led fans for a split second. After standard checks i opened up the case, checked all the connections, tried to power up without my gpu etc, all with the same result. Finally i tried to test my Psu with a paperclip. After switching my PSU from "O" to "I", the fan spins but it dies right away. Does it mean my power supply is faulty? If yes, what is the chance that it could only be a fuse?

I7 4790k
780ti
750w Psu evga supernova nex750g
Asrock extreme4 mobo
2x4 corsair 2133mhz ram
120 samsung evo ssd
1tb hdd

I havent overclocked, upgraded my pc. The last thing i did was installing some simple applications, games etc.

Personally i think my PSU is dead, but i thought im gonna ask you guys before making a final judgement.
 


Why are you so bent on thinking it's the fuse? The fuse is a protection that shatters when it kicks in and must be replaced, unlike a circuit breaker which cuts the circuit without breaking itself. If the fuse was blown, there would be glass pouring out of the PSU.
