I Plug in my external drive to my Lap top (its light turns on, it sounds like it plugs) and it appears in "Device Manager" and says "it's working properly" but when I look for it in "computer" does not appear at all, I already checked "disk management" and it appeared and it said unallocated, it doesn't show me the option to drive path, what can I do?

I'm really sorry to hear that you're having issues with your external drive. Is this a new HDD or you have data which you need to recover?
If you don't have data on it, which you need to recover, since the drive's capacity is shown as unallocated, you should partition and format it before you're able to see it in Windows Explorer (This PC, My Computer). Here's how to do that: How to partition and format a WD drive on Windows and Mac OSX.
You could also try the HDD with a different computer and a different USB cable to see if the issue still persists. If you don't have data which you need to recover, you should download DLG (Data Lifeguard) and run both tests (Quick and Extended), to see if there's anything out of the ordinary with the drive. Here's how to do that: How to test a drive for problems using Data Lifeguard Diagnostics for Windows.
