is my motherboard or power supply defective?

Hello, I have recently purchased a new computer from amazon. It was just parts, I have put all of it together except the graphics card because I'm waiting for the new 1080. It won't turn on or even light up (the fans won't turn on either). Everything is plugged in and the power supply is a 600 but there is no current graphics card on it so I wanted to use the integrated graphics from the CPU to download windows/drivers. Nothing will turn on and I can't tell if the motherboard or the power supply is defective. The cpu is the i7 6700.

Uhh did you turn it on with a screwdriver? Jump the 2 front panel pins labeled pwr_switch with a flat screwdriver or a USB drive tip. Oh and also make sure every component is installed tightly and the CPU cooler is plugged in, as some boards don't power on without a CPU fan plugged in. Also make sure up the PSU switch is flipped on.

I would first remove the PSU and disconnect it from everything, and then follow these steps: https://www.youtube.com/watch?v=ixcWCrYpw3Y

That will tell you if the PSU is working or not. If it it working, reinstall everything and double check all of your cables. What motherboard are you using? I put together a PC for my friend and we used a Z97 mini ITX board, and it had seemingly two connections for motherboard power. It would not power on with both connections plugged in, eventually I got it to work by unplugging on of them. I had never encountered that before (and had also never built mini ITX).

Also just to state what is kind of obvious but just in case, make sure that the power supply is actually switched on from the back of the computer, and ensure that your power outlet is working with another device.

I unplugged everything and did the paper clip and the psu fan worked. Then I plugged everything back in and it won't turn on. The case is the corsair 400c and there is HDD+ HDD-, Power LED+ Power LED- and a reset switch and a power switch and i have those plugged in. I was thinking there isn't a way to show the motherboard 24 pin that the computer is telling it to turn on accept the power button on top of the case. The fan will not turn on when everything is plugged in.

did you plug in the 8pin cpu connector? also use the screwdriver thing I said and try it that way. make sure its not the case button problem. fan won't turn on cause the power supply is in off mode when the switch is on. you need the motherboard to be the paperclip and turning on the motherboard will be like the paper clip working.

horrible cameraman but it still informs okay.
you touch a flathead screwdriver to the 2 pins where the power switch pins should go. that is the same as the power switch being pressed.
another thing is make sure all the power cables have "clicked" into place.

Using the screw driver it started up then after taking away the screw driver and it turning off a couple times i was able to plug in the power sw but it keeps turning off then It can't maintain power.

You don't hold it. You just press it with the screwdriver. Or you mean that when plugged into he switch it doesn't maintain power? Then that's a front panel connector problem. It's probably too connected somewhere.
As long as the screwdriver works no problem, then it's neither PSU or motherboard problem.

Oddly after I plugged in the cable upside down it worked is is fine now
