Frame rate drops in Skyrim and Borderlands 2?

According to GeForce Experience I can run both of these games at Ultra settings with my GTX 980 no performance issues... But for some reason I'm not even hitting 30FPS on either game!
My specs:

  • MSI GTX 980
    Intel 4790k
    2TB HDD
    Gigabyte LGA1150 mobo
    8GB DDR3 RAM
    248GB SSD
    Raven Silverstone RV03 case (if casing even matters)

Hi there,

No idea for Skyrim, but my build (inferior to yours) is running BL2 at 130 fps on ultra. I think I disabled vsync (can't recall), but BL2 should run WAY above 30fps !

my build is i5-4690k OCed@4.30 GHz + GTX 970.

You're capping at 30FPS everywhere or only on some zones ? Temperatures from HWinfo ? CPU and GPU load ?
Definitely something fishy in your build ...
