Actually both are low-spec cpus so Bottlenecking would be felt more.. even a slightly better CPU will alleviate performance-holdups to a large extent.. The i3-4370 is a no-brainer really...
With more games starting to make meaningful use of more than two cores, the Pentium may become irrelevant as a gaming CPU. An R9-280 is powerful enough to justify aiming for a low-end i5 if you want to get the most out of it under the most circumstances possible.
