Power Supply Unit fan doesnt work but supplies power to Motherboard

Im building my First Custom build PC, so please allow me if i ask any stupid question. My question when i connect the main power cable (20/24 pin) from Power supply unit to motherboard , the motherboard components works like USB(since my usb flashes the led light) , but the fan in PSU doesnt spin. Another question, The stock cooler fan for intel processor fan doesnt spin ? I have connected the Four pin cables which supplies power to the cpu and its fan ?Do i have a faulty psu? Can some one help me out.

Asus H81M-PLUS Motherboard
Intel i3

ATNG 550 W PSU
 
Solution
some psu's have temperature controlled fans...which mean they will spin only when the unit is hot beyond a certain temperature...check ur psu manual for that...
