Stuttering and FPS drop in-games and Recently Slow asf PC

Aight, First thing.

My games have been Stuttering like crazy recently, but I have 2 problems.

1. My Computer has been recently getting big Stutters, which would end up causing the game to freeze for a few seconds or a minute, but this includes a FPS drop, For example; @CSGO, 300FPS > 5FPS which would cause the game to freeze. This happens when I move around or even use the buy menu for the first or second time around, same problem happens in The Witcher 3: Wild Hunt, but not as bad also Skyrim, but really bad.

2. I moved my Computer from my Mates house to my House, which was about 15 Kilometers or so, but when I got back I went to turn it on and this happened; (Not to Mention, This was Happening before all this) My PC would take FOREVER to load now, it use to boot up in around 4 - 7 seconds, maybe Longer. (Not Sure on Times) but it was quite fast, but recently it would take around 2 - 4 minutes on the "Loading your Operating System" screen, the one with the black background. Sometimes it would even just freeze on that screen and not work at all.

So I played around with it and eventually it would turn off and on constantly, I'd turn it on and it would last 5 seconds and then turn itself off and then itself back on, and repeat. So I checked all the plugs and took them out and cleaned them and plugged them back in, and it would work but freeze in "Loading your Operating System" and then say "Error Reading Disk, Press CTRL+ALT+DEL to Restart" so I did, and it would load up the computer fine but take a long time to do so, So I'm not sure what's happening but it sounds like a big problem, and is a big problem to me.

Does it have Something to do with the Motherboard? What about my Ram? Is my Disk Drive Corrupted?

I'm not sure but I hope to get some Answers, thank you ~

(Not sure what is in my PC atm, but I know a little)

Ram: 12GB Total, x2 Corsair 4gb ram / x2 4gb ram (Not sure what Brand, It looks like a bare Chip Stick)

One of the Ram sticks is inactive or broken, not sure, because on the 4 ram sticks it says 4gb on each one, which should equal to 16gb but it says I only have 12gb ram in my system on the computer properties.

OK, looks like your data may be lost. I would consider a cheap USB type hard drive enclosure then to see if you can pull any data off if you need it. Either way time for a new hard drive.

I am having the pretty much the first and second thing, recently moved my PC across the house and have started to have massive stuttering. Luckily the latter hasn't happend to me, yet."Try putting more thermal paste on and monitor temperatures, most lag problems are caused by overheating."

Doubt it is something to do with Overheating though, But my Temperatures are around 34 - 50 Degrees, It's Winter in Australia at the moment so the Temperatures will be low.

There were 2 posts which were reported to moderators and removed titled "HELP ME ASAP" and both were from you and both had a link to this post.

Now as for your problem, a few things, one is you do only have 12gb of ram, Your CPUZ shows your Corsair memory DIMMs are only 2gb each. So thats working right.

Have you changed anything at all recently? Also have you monitored your temperatures of both your CPU and GPU when its stuttering? I have a feeling one of them are overheating and throttling,

Nope, Haven't changed anything.
No I haven't checked that yet, so I will give it a check when I get home and get back to you on it.

Some other People are telling me though, It's my HDD failing, as I have a Seagate 1Tb which is around 4+ Years old.

I checked the Temps, there around the same, but my Disk Usage in Task Manager goes like this; 94 - 99 - 100 - 0 - 48 - 97 - 100 - 0 Etc... and that's just on idle.

That disk usage is bad. It could indicate a bad hard drive, it could also indicate you have some sort of virus or corrupt program. Open task manager and look at the task list under idle and sort it by disk usage. What is using it? Can you take a screen shot and post it?

It's Top Disk usage program is something called "System and compression memory" and also some Windows Features, but when I turn the PC on it will sit at 100 Disk Usage for about 5 minutes and that's when it will begin bouncing around in Percentages.

Ok so if windows system stuff is doing that you may have some corruption in your windows install. You want to run system file checker, this is an article on it:

basically you need to run a command prompt as an administrator and run "sfc /scannow"

See what that does, if it doesn't help try to post a screenshot of your memory usage in task manager sorted highest to lowest.
