well, I use a 4460 with my 970 and i get a massive bottleneck of 100% cpu usage in pretty much all of my games. And yes, all of my components are compatible blah blah drivers are up to date blah blah. This cpu just isnt good for current titles and slows things down horribly. Atleast for me.

same for me. I have a gtx 1070 and games like grand theft auto 5 use my cpu for a 100%.

The temps arent too high. around 50/60 degrees.
here's the full spec list:

intel core I5 4460 @3.2 ghz
msi geforce gtx 1070 8g
Kingston HyperX FURY Black 16GB @1866 mhz
msi h97 pc mate mobo
windows 10 anniversary edition
cooler master 700 watt psu

Ba5 I have to retract my previous statement. I confused your CPU with another. A i5-4460 is equivalent to a kaby lake i3-7100. A bottleneck wouldn't surprise me. You should consider upgrading to another LGA 1150 socket CPU.

Addendum: If you increase to a higher resolution then your bottleneck will be somewhat alleviated, but upgrading the CPU is a much cheaper option. GTA V's optimization is only mediocre. I'm currently working on upgrading my Pentium G450 box and only have a GTX 1060 6 GB to test with. Wish I had a 1070 to test how bad the bottleneck is.
