What graphics card my PC support up to $80

I got Quad Core Xeon E5420 X3323 @ 2.50Ghz Nvidia GeForce GT 710 2GB 8GB DDR3 It can handle most next gen games at @ 720p with 30-40 fps but I have 4K monitor and I would like to play games like GTA V atleast 1080p at steady 30 fps, I want to get a graphics card that supports Dell Optiplex 960 small form factor case, I'm looking for one up to $80 if it's possible.
 
You will need to increase your budget considerably.

I upgraded from GeForce GT 610 1GB to GeForce GT 710 2GB for 20 bucks, on 610 I was only able to play GTA V at 30 fps with resolution 800x600 and for 20 bucks to go from that to 720p and 30-40 fps, I spoke to my friend and he said that for 80 bucks I could fit GTX 650 ti but I wanted to see of there are any another options out there.

I have tried multiple cases and the motherboard just simply dosen't fit them, and they're just not some cheap cases, they're proper gaming PC cases that supposed to support 99% of motherboards, one of the issues is that 'small form factor' case opens on the right, when PC cases always open up on the left, making the componets impossible to fit since all the ports ect on the back, face inside the case instead of the back like on the small factor case, and Dell OptiPlex 960 will simply not power on if you don't have the heatsink screwed on but when I put it in a different case, I have nowhere to screw on the heatsink since on the small factor case it goes thru motherboard to the case on the another side, I'm not worried about height since I always have my PC side door opened but I'm more censored about length so it can clear the hardrive tray and the heatsink.

 


Why would you spend the money on a 4K monitor without having a system come close to being able to use it? I'd sell your system, and build one from scratch, I don't see a 235 watt power supply powering a 750 or a 750 Ti without issues. So that means $100 for a video card, another $50 on a power supply, if there is one for your case.

Your friend said you can get a 650 Ti, you have a small form case, did your friend or you actually look to see if a 650 Ti will fit in the case? I'd not waste money on a half-assed solution for a system made to be a basic business or home use computer.

I had a i5 with GTX 970 but I had to sell it because its my second year in college and I don't want to get mixed in with college loans, thats why I have a 4K monitor. I had a Xeon proccesor and GT 610 and 235 watt power supply so I just got a OptiPlex 960 motherboard and case for $10 which was a barging of lifetime and just put everything together, worked great until I started it pushing more.

When it comes to 650 ti, my friend said it should fit in but may be sticking out of the side which I dont mind since I cant put the side panel on because powersupply is sticking out. I can't build a decent PC for another year until I get out of college so I'm trying to squeeze everything I can from this piece, already upgraded ram to max, can't get better proccesor, not even basic i3 since OptiPlex 960's motherboard only supports Core2Duo, Xeon and Quad Core processors, so I only got graphics card left, ofcourse if I had better powersupply and 750 or 750 ti this would be decent gaming rig since it can run next gen games at 720p with steady 30-40 fps with GT 710.
