Lag spikes in some games.

I've been experiencing lag spikes in a few games since the usage of my new HDD.
I installed a brand new Windows 7 and everything, but I seem to have lag spikes in a few games, for example Witcher 3, GTA V even CS:GO at times.
My pc is perfectly capable of running all of them at max settings on the resolution I'm using, so lack of horsepower isn't the problem in this case.
The videocard , which is a GTX 960 2Gb, barely uses any Power in CS:GO, since I'm playing on 1024x768, all low settings. The processor usage goes from 45 to 70,(i5 2500).
Since the MAX consumption is around ~280W while playing CS:GO, I'm almost a 100% sure that this isn't a PSU related problem, although it'd be better(Corsair VS550).
I'm currently defragmenting the HDD, which is a WD Green Caviar 5400RPM 1Tb, assuming this is what's causing the lag spikes. It was around 22%, waiting for it to finish now.
Can someone suggest any help?
I'd be really thankful!

Thanks in advance.

Defragmenting will probably fix it. how much ram do you have?

Unfortunately it didn't, I still have massive lag spikes.
6 gigs sir, GTA V uses about 4,9 gigs on this resolution, no matter what settings I try to play at.(1366x768)
I've just finished cleaning my PC, gonna try again, but I doubt it's gonna be any better, since there wasn't a whole lot of dust in there.
By the way, in Battlefield 3, the GPU usage is about 97%, Ultra settings, sometimes drops to 70-80ish, obviously due to the resolution, but I never experience any sort of lag spikes there and it even uses the processor about 80%.
That is why I don't think it's being caused by the PSU, but I honestly don't know anymore..
