I am building an AMD rig and I need a good water cooler for the FX 8320 that can overclock it to around >4.5. Price is not a problem, however I cant go for a custom one.

Solution
yeah, it does, but I personally would rather crank my fans. all up to you, I am not saying it does not do anything, I just don't feel it is needed. it certainly is not a bad thing.
well if you have the space get a GTX h100i GTX or whatever they call it now ( the corsair double 120mm radiator.) if not go for the H80i, it will work up to 4.5, after that it is hard to stay. the H110i GTX is the best, and sometimes priced very competitively, but that things can be hard to fit in some cases. If you really want to go super ahed core there is the thermaltake water 3.0, but that is sort of pointless unless you have a 9590.

I was thinking about the Cryorig A40 Ultimate, but I am not sure

Ah yes, That is a good cooler too, I have no experience with them, but I know a few people who have built with them and they seem as good as any other cooler, I just do not get the fan. ( in my mind it would look better if you just put some airflow fans in your case.

Theoretically, it cools the motherboard...
