Suicidal! 3 months of hellish SM RMAs and finally all is great. Then suddenly the CPU is permenantly running at max

Been throught a 3 month multiple RMA MB situation, finally got one that worked, the issue was new Bios's not working. Finally a new board worked and it was all going like a rocket for 2 days loading my software - new disks etc.

i have Been constantly checking with Intels XTU , core temps, package temps, core voltages etc. and the processor was often around 0.7 to 1.2 Ghz and 0.7 volts. Its suddenly now pretty much "current throttling" 97% to 98% and running at 3.5ghz then ramping up to 3.75 Ghz ( its max in Turbo is 3.8ghz apparently for 1 second) !
Interestingly when just watching, i.e. Just looking at XTU , it never goes over 1 core usage?
Often before, it would stay on one core, but flick up to 2 cores running for a second or two.

Seriously about to pick the f..... Thing up and chuck £2,600 of parts in the bin!

Calmed down and tried to think what have I done recently this afternoon.
1. Connected a Pioneer Blue ray player , sata power and sata data cable.
2. looked around at the drives in Disc management.
I Assume this cant do anything to change any processor controls.

Then I realised that ai had loaded samsung Magician sw - and clicked on optimising the os performance.
At one time it said something like click here to " ...... The virtual memory"

So here is my question
Q1. Could Magician software change the bios settings?
Q2. Would reloading the Win 10 OS from scratch put it back?

Having had so many problems with this MB I have pictures of just about every screen except the CPU performance screen. Sods law eh!

Looking at the manual - that is rubbish, I can see all the settings are the same except X2APIC ( it sets support for "Advanced Programmable Interupt Controller" ?? Wtf is that?)
In this old manual, note made for Bios 1.0b it is set to Enable , and the current BIOS is now set to Disable. ? could that have changed due to the newer BIOs ? ( we are on Ver. 2.0 )

Or could magician have changed the Bios setting?

Not even sure if Magician is compliant with Windows 10 ?? :(:(

Q3. One of the Bios settings is to "Set optimised defaults" so my ? Is, if Magician or the resultant instruction to Windows 10, could change a Bios setting? .... Would this option put it back?
The thought of flashing the BiOs and the nightmare that caused with the other boards scares me wittless. ( not a normal task as the me firmware does not normally take properly! )

Q4. being so scared of BiOs issues , would it be sensible to completely reload windows first wnd then if that does not work , then change that one BIOS setting back. And try it.

Any advice most welcome!

Honestly I really could not go through this nightmare again.

Package temp is of no value.

Download RoG Real Bench and HWiNFO64. Run HWiNFO (Settings Only) and record while running RoG Real Bench:

Maximum Vcores on all cores
Maximum Temps on all cores
List any instance of Throttling
System voltages (3.3, 5 and 12 volt rails) ... run Furmark and record 12v rail voltage again

include these with task manager info

Lotta text there but little usable info which could reasonably be used to address your concerns:

Component Listing ? (Make / full model number)
BIOS Settings ? (Default or OC)
Anything Overclocked ?
CPU Temps / Voltages ?
Task Manager shows what Processes using CPU, Memory , I/O ?

Never looked before so am not sure if this would show before when running Intel XTU. Extreme Tuning Utility

Note it says tou can not overclock this cpu. But intels rptechnicians asked me tomuse it as its their best info source for whats going on.
And it worked perfectly as a monitor before . Note all the controls are greyed out so I couldnt mess with it if ai wanted to . And I have no interest in Overclocking.

Maximum Vcores on all cores - only core 1 running average 1.076V Max 1.13V Min 1.043
Maximum Temps on all cores Max temp 38C Min 28C Aver 31C
List any instance of Throttling. Power limit throttling 0% Current Limit throttleing max 100% Min 91% Average 91%
System voltages (3.3, 5 and 12 volt rails) ... run Furmark and record 12v rail voltage again
Just PerfTune running in task manager, its as though its being stress tested??

Could Magician have changed the BIOS?
Would setting Optimised settings in the BIOS correct it?
Would reloading the OS be the first thing to do ?

Sorry for the delay
It got to half way through the login password and froze , let me shutdown in Windows and started up but would not let me type password. Checking usb wireless keyboard.

Solved :):)
Did systems restore to pre loading "Magician".
Core volts back to 0.737V spiking to 0.8 very in frequently - down from 1.045V
Clock speed ranges from 1.2 Ghz to 1.6 Ghz mainly 1.3 to 1.38 Ghz - down from 3.56 to 3.78 Ghz
Current limiter virtual 0% very occasional spikes to 4 or 7% - down from 92 - 97%
Phew :):):) Summary DONT LOAD "MAGICIAN" if you have xeons and PCIe NVMe SSDs.
Thanks Jack - your opening up Task Manager helped.

All remains for belt and braces is tomorrow I will reload Windows completely. And will check on that one Bios entry with Supermico just to make sure the difference in the manual was due to the Bios Upgrade and not Magician changing the Bios !
