Hi,
below I will list some of the things I need to be able to get from this PC.

-60fps @ 1080p on most new games
-Smooth video editing with Sony Vegas (rendering?)

Budget:
500$
I know this is possible because I had a friend do it a year ago, but I lost contact with him because he has moved and we lost eachother's contacts.
Any help would be appreciated.

Honestly a bit lacking. No peripherals, OS and the power supply leaves little upgrade capability.

Admirable
Best value for money processor is a slow Intel i5 (e.g. 4460, 6500) with a low cost motherboard and 2x4Gb of 1600Mhz RAM.
Best value for money GPU is a GTX950
I prefer motherboards and GPUs made by Gigabyte or ASUS
Don't save money on the PSU - you will regret it
Do save money on the case - I spent £20 on my last one and it was fine

There are many cheaper components, e.g. AMD, intel i3, cheaper GPU, but in the long term you will regret buying them....
