can i install case fan in cpu fan header?

sure, it will spin the fan at however fast the motherboard sets it to run. ( some have default fan profiles from the first boot.) but if you set it to full speed it will run at whatever it is rated to spin at.

but the cpu header change fan speed depending on cpu temp so how can i control it
my mb has 2 cpu fan header . how can i controlthe second header without doing any thing to the other one?

Depending on the motherboard, you might not be able to do anything that would not effect both ports. If you just want it to run at a set speed, buy a molex to three pin fan adapter, and then a low noise adapter if the fan is running to loud for your liking.
