Pc Turns on for a couple of secs and then turns off?

So i'm trying to build a pc but turns off and on for no reason! i suspect the problem is in the motherboard or the CPU because i tested the power supply using a paper clip and the fan kept on for more than a min.

Components;

GTX 970 EVGA
Motherboard; Gigabyte Z170XP-SLI
i7 6700k
650 corsair power supply
2 hard drives( 2TB and 600GB) and also a SSD 240GB
PNY Anarchy 2x8GB 2133 DDR4
Corsair H100i v2

Things i did;
-Tested the RAM( removed the rams but the desktop kept on the same issue)
-The Motherboard has a light that turns on so guessing that motherboard does not have an issue
-Did the power supply trick and the fan kept on spinning
-I'm kinda guessing the CPU but still not sure. Read somewhere that i should remove some thermal paste but did not seem logical but did it anyways and still.


P.S; I made sure 8 pin connector is installed. I have a doubt that the liquid cooler is causing all of this because i think the motherboard has a safety feature that it reboots if cpu cooler not installed. Tmw i will go buy a regular CPU fan cooler and a SPU to try if they work. i will update this post for feature builders!

Update for future builders!

I found the problem with my Build! Mobo was the problem. Apparently the CPU socket and the RAM slots were not working! I changed the Mobo and at Fry's they took the old one and did some kind of test and he told me they did not receive power at all so the Mobo kept on trying to boot and then fail!

Hey!
Does it give any beep on boot? When you assembled stuff, did you connect the small mobo speaker? If not, then connect it to the board and listen if it gives any error beeps.
You can consult mobo manual for a beep error code table, which should give you a rough idea where the problem lies on

I did not get a motherboard speaker with the case or the motherboard. Where can i buy one?

Are you sure? Most mobos come with one in box. They are pretty small, like 1 cm diameter and .5-1cm height and they look like this: http://img.bhs4.com/8d/2/8d2064aaa80504b2674052686523f157d1eed2bd_large.jpg
Search well on the box or see if it's already connected, usually on bottom right corner of the motherboard, near the front panel LED connectors.
If you really don't have it, then maybe you can get one from an old motherboard or pc, if you have.
If that's not an option either, then you can get it in any small or big hardware store, some technitian you know may lend you one or some computer repair shop :)

So i changed the PSU, got a normal CPU cooler fan and got the mobo speaker but same issue. Speaker did not beep once. does that mean anything? something wrong with startup?

Speaker is connected to the right place and al the way down?
And you can't go into Operating System? What about BIOS screen?
Cuz if system doesn't boot, then mobo should give beeps signaling what's wrong. If it shuts down and there are no beeps whatsoever, then problem is most likely the motherboard.
